Utsharga is a state-level Non-Government Organization based in Biribati, Jagatsinghpur district, Odisha. It works for the cause and care of disadvantaged elders — fighting poverty, isolation and neglect, and supporting rehabilitation, medical care and shelter for the elderly.
It also works for helpless women and girl children: preventing violence against women, promoting safe childbirth and women's education in slum areas, and pushing for women's empowerment. On the child welfare side, Utsharga provides education, health, nutrition and shelter for helpless and poor children, works against child labour, and supports higher education for children from economically weaker sections.
Utsharga works across target groups including women and children, the elderly, youth, small and marginal farmers, SC/ST/OBC communities, agricultural and migrant labourers — on health, education and sanitation for all.

Helping people help themselves
Utsharga's aim is to stimulate and encourage people to become self-reliant and live with self-respect. It started in the early 2000s as a small group of enthusiastic youths carrying out social work in their community, and grew into a registered voluntary organization on the strength of the appreciation and trust of the people it served.
The organization is registered under the relevant FCRA act, enabling it to receive overseas funding. Since its founding, Utsharga has focused on women's empowerment, health and nutrition awareness, sanitation, consumer awareness, agriculture and allied livelihoods, food security, disaster management, child care, and breastfeeding awareness in rural Odisha.
Advocacy & entrepreneurship development
EDP on Food Processing Industries
Food processing adds value, extends shelf life, and helps rural farmers get fairer prices for perishable produce. Utsharga ran an entrepreneurship development training from December 2007 at Biribati, Jagatsinghpur block, benefiting 20 participants.
Entrepreneurship Awareness Programme
In partnership with UCO RSETI, Utsharga organised an awareness camp at Sikhar, Naugaon block, in March 2015. 40 women from self-help groups took part, learning floriculture, goat rearing, dairy farming and mushroom cultivation, and formed a shared plan to jointly market their products.
Awareness & Motivation Camp — Prevention of Atrocities on SC/ST
A community-level awareness programme at Astaranga block, Puri district, working with SHGs and PRI members to reduce untouchability and build understanding of the PCR and POA Acts, led by advocates and social activists under the DRC.
Workshop on CBO Sensitization to the RTI Act
Held in Puri with RTI activists, government officials, NGOs and local youth, the workshop covered constitutional and consumer rights and how to file an RTI application. 50 participants attended and received copies of the RTI Act.
Capacity Building Training for PRI Members on Good Governance
Over 100 Panchayati Raj Institution representatives from Brahmagiri block were trained on effective local governance and government schemes implemented through Panchayats, with resource persons from government and civil-society partners.

As an organization dedicated to helping communities navigate the complex process of development — despite limited finance, connectivity and access to redress — we've undertaken formal and informal studies that suggest we're on the right track: slow, but steady. New approaches to under-development keep emerging, and we act accordingly.
On behalf of the Utsharga team, I thank everyone who has contributed to strengthening our communities. It helps us realize our vision and carry our mission forward, and we remain grateful for the opportunity to work together on common ground.
